My grantee gets an error: Invalid e-mail or password when creating an applicant account

When a prospective grantee attempts to create a new applicant account on a server (IGAM), clicking OK returns the error "Invalid Username or Password".
Due to security requirements the error message is necessarily vague as to which entry is incorrect. In this particular instance the error occurs when an applicant attempts to create a new account using an e-mail address that is already associated with an account. To resolve, the applicant should use the Forgot Password? link on the initial login page, which will send them a password reset e-mail.
