This issue is known to occur when using a 32-bit instance of SQL Server 2012, 2014, or 2016 on a 64-bit version of Windows Server utilizing more than 4GB of RAM. The 'AWE Enabled' feature in SQL 2008 and earlier allowing 32-bit SQL instances the ability to access more than 4GB of RAM was removed by Microsoft in SQL 2012 and higher.
To resolve this issue:
- Install and use a SQL Server 64-bit instance.
