In either situation, if you are trying to delete the contract, you want to go to the family's Smart tuition account and confirm if information is there for that corresponding year.
If no information is there for that year, you can delete the contract and re-issue a new one and generate. 
If information is there for that corresponding year, you'll want to work with the Smart Tuition team to purge that information.
