Unable to upload attachments to WebPortal using Google Chrome

I am unable to upload attachments to an invoice in WebPortal using Google Chrome. The hourglass symbol appears and the attachment never loads.
I am able to upload to WebPortal using alternate browsers (Microsoft Edge, Internet Explorer). 
1. Delete browser cache and cookies -  How do I clear my browser cache, cookies, and temporary Internet files
2. Update to the most recent version of Google Chrome
