jQuery is using a fully qualified path vs. the relative path which is causing donation page performance issues

When the new version of jquery was added it was using the fully qualified path vs. the relative path. This is causing the donation page performance issues. 
A web.config change can be made to ensure local version load for this script. The following key should be added to the app settings in the BBIS web.config file(s):
<add key="NoCDN" value="true" />

Steps to Duplicate

1. Click on BBIS Donation page
2. Pages taking longer than 5 - 10 seconds to load
