Error: The underlying connection was closed - when installing the RE Mobile Service

When accessing or attempting to re-install the RE Mobile Service in Web Services you may receive the following error messages:
  • "The underlying connection was closed: An unexpected error occurred on a send"
  • "The request was aborted: Could not create SSL/TLS secure channel"
You may also encounter this error message when accessing Web Services or Online Express in RE. This issue occurs after Blackbaud has disabled TLS 1.0 for these affected services. Please complete the following steps in order until the issue is resolved:
  1. Perform a back up of the registry on the workstation or server where the Web Services and RE Mobile Service is installed.
  2. Add new DWORD (32-bit) Value of "SystemDefaultTlsVersions"=dword:00000001 under HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\.NETFramework\v2.0.50727
  3. Add new DWORD (32-bit) Value of "SchUseStrongCrypto"=dword:00000001 under HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\.NETFramework\v4.0.30319
  4. Reboot workstation or server and try to install RE Mobile
  5. If the issue persists, then complete the same steps for the 64-bit keys:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\v2.0.50727
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\v4.0.303
